There are several fundamental design choices that had been made because it's primarily a RPM package manager that are fundamentally incompatible with Debian, starting with Debconf. Shaman 1.0 is Archlinux only but 2.0 is in development and packagekit integration is planned ... Shaman is also a lot alike to Synapitc, which is imho good..
